After the revision of the EMAS-regulation in 2009 the „Eco-Management and Audit Scheme (EMAS)“ could be applied globally. It took some time, however, until various member-states in the European Union implemented the various steps but by now first international registrations have been made.
This rebuts the frequent argument against EMAS, that international companies have to implement ISO 14001 because EMAS as the better and performance-oriented system can only be applied within the European Union.
1. Language skills
The verifier has to either have a good command of the official language in the respective country or consult a competent person who translates throughout the auditing process. The environmental verifier has to make a contract with the translator.
2. Knowledge of legal requirements in the environmental area
The verifier has to either have sufficient knowledge on regulatory and legal requirements in the environmental area of the respective country or consult a competent person who supports him throughout the auditing process. The environmental verifier has to make a contract with the legal expert.
The “Guide to EU corporate registration, third country and global registration under Regulation (EC) No. 1221/2009 of the European Parliament and of the Council on the voluntary participation by organisations in the Community eco-management and audit scheme (EMAS)” of 7th December 2009 is relevant to the execution of the audit and the entire process.
The registration following the audit has to be done in a country which offers this and in which the environmental verifier is accredited. Currently, the registration can be done in Germany, Finland, Italy, Spain, Belgium, Portugal and Denmark. Austria plans to offer a third country registration from 2015.
